Lorem Ipsum has been the industry's standard dummy text ever since the 1500s, when an unknown printer took a galley of type and scrambled it to make a type specimen book. The Building and Construction Industry Security of Payment Act was enacted in 2005 to improve cash-flow by helping to speed up payment in the building and construction industry. Under the Act, any party who has carried out construction work or supplied related goods or services in the building and construction industry under a contract made in writing will have a statutory right to receive progress payment. Applying to both private and public sector projects, under the Act the right to progress payment is available even where the contract has no provision for progress payment.

Senthilkumaran Sabapathy is a deputy public prosecutor and a deputy senior state counsel with the Attorney-General’s Chambers. He was previously a justices’ law clerk with the Supreme Court of Singapore and a visiting researcher with the National University of Singapore. He completed his undergraduate and master’s degrees at the University of Oxford, and studied the UK’s legal system while attached to leading commercial and criminal barristers’ chambers. He has published numerous articles on Singapore and English law, and has a keen interest in advancing criminal justice in Singapore, including through the principled use of alternative sentencing.
